Final statement of Arab Summit: Rejecting displacement of Palestinian people and condemning Israeli attacks on Syria

Cairo, SANA-The final statement of the extraordinary Arab summit “Palestine Summit” held in Cairo Tuesday stressed the Arab stance  rejecting any form of displacement of the Palestinian people from their land or within it, indicating that any attempts to displace them or annex any part of their occupied land would plunge the region into a new phase of conflicts, undermine opportunities for stability, and expand the scope of the conflict.

The final statement condemned the Israeli attacks on Syria and the incursion into its territory, calling on the international community and the Security Council to take immediate action to implement international law and oblige “Israel” to stop its aggression and withdraw from the Syrian territories it occupied in clear violation of the 1974 Armistice Agreement.

The following are the most important points in the final statement of the summit:

– Emphasizing that the strategic option is to achieve a just and comprehensive peace that meets all the rights of the Palestinian people, especially their right to freedom and an independent, sovereign state on their national soil.

– Intensifying cooperation with international and regional powers, in order to achieve comprehensive and just peace in the region, ensuring the establishment of an independent, sovereign Palestinian state on the lines of June 4, 1967, with East Jerusalem as its capital.

– Affirming the clear Arab position, categorically rejecting any form of displacement of the Palestinian people from their land or within it, under any name, circumstance, justification or claim, considering this a serious violation of international law, a crime against humanity, and ethnic cleansing.

– Condemning the recent decision issued by the Israeli government to halt the entry of humanitarian aid into the Gaza Strip, and to close the crossings used for relief operations, and stressing that these measures constitute a violation of the ceasefire agreement, international law and international humanitarian law.

– Warning that any sinful attempts to displace the Palestinian people or attempts to annex any part of the occupied Palestinian territory will lead the region into a new phase of conflicts, undermine opportunities for stability, and expand the scope of the conflict.

– Adopting the plan submitted by Egypt regarding early recovery and reconstruction of Gaza as a comprehensive Arab plan, working to provide all types of financial, material and political support to implement it, and urging the international community and international and regional financing institutions to quickly provide the necessary support for the plan.

– Welcoming the holding of an international conference in Cairo, as soon as possible, for recovery and reconstruction in the Gaza Strip, in cooperation with the State of Palestine and the United Nations, and urging the international community to participate in it to accelerate the rehabilitation of the Gaza Strip.

– Welcoming the Palestinian decision to form a Gaza Administration Committee under the umbrella of the Palestinian government, which is made up of competent people from the Strip, for a transitional period, in conjunction with working to enable the National Authority to return to Gaza, as an embodiment of the political and geographical unity of the Palestinian territories occupied in 1967.

– Demanding an end to the Israeli aggression in the West Bank, including settlement, apartheid, home demolitions, land confiscation, destruction of infrastructure, and military incursions into Palestinian cities, and affirming the complete rejection of any attempts to displace Palestinians.

– Emphasizing the vital and irreplaceable role of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in carrying out its mandate granted to it by the United Nations resolution establishing it in its five areas of operation.

– Calling for the establishment of an international fund in cooperation with the United Nations to care for the orphans of Gaza, victims of the brutal Israeli aggression, whose number is approximately 40,000 children, and to provide aid and install artificial limbs for thousands of the injured, especially children.

– Urging states to commit to implementing the two advisory opinions and orders of the International Court of Justice regarding the crimes of “Israel”, the occupying power, while stressing the need to prosecute all those responsible for the serious violations and crimes committed against the Palestinian people.

– Assigning a legal committee from the Arab states parties to the 1948 Convention on the Prevention and Punishment of the Crime of Genocide to study considering the displacement of the Palestinian people from their land, expulsion, forcible transfer, ethnic cleansing and deportation outside the land as part of the crime of genocide.

– Condemning the Israeli attacks on the Syrian Arab Republic and the incursion into its territory, which constitutes a flagrant violation of international law, an aggression against Syria’s sovereignty, and a dangerous escalation that increases tension and conflict.

– Calling on the international community and the Security Council to take immediate action to implement international law and compel “Israel” to stop its aggression and withdraw from the Syrian territories it occupied in clear violation of the 1974 Armistice Agreement.

– Reaffirming that the Golan Heights is occupied Syrian territory, and rejecting Israel’s decision to annex it and impose its sovereignty over it.

– Emphasizing the necessity of implementing the ceasefire agreement in Lebanon in all its provisions and adhering to Security Council Resolution 1701, condemning Israeli violations of them, and demanding that “Israel” withdraw completely from Lebanon to the internationally recognized borders.
